The Community Alliance Party will work with the Australian National University and a commercial partner to establish a manufacturing plant for the Combined Heat and Power Solar (CHAPS) Panels designed at the Australian National University Centre for Sustainable Energy Systems.

"The CHAPS technology combine the best of high efficiency solar hot water systems with high efficiency solar cells. They produce hot water and electricity with no emissions, from a single structure," said Norvan Vogt, Community Alliance Candidate for Molonglo.

"At this stage, we don't have a costing for the plant. However, the CHAPS systems can be built using the existing trades skill base in the ACT and surrounding regions. The production itself is not very complex or expensive, and there is existing demand for this product," said Mr Vogt.

"This promise goes to the heart of the Alliance's philosophy: supporting great ideas from within the community, and helping Canberra to use its fantastic human resources to build a great city of which we can all be proud."

Other components of the Community Alliance's Business Policy include:
  • bringing payroll taxes in the ACT into line with those of NSW
  • helping local businesses by dividing large government contracts into discrete smaller contracts wherever practicable
  • reviewing retail tenancy laws for small businesses to prevent exploitation by large shopping centres
  • working with business and governments to promote and develop Canberra as a national and international convention centre.
